The government of Canada, headed by conservative PM Stephen Harper, an evangelical Christian with a power base in Alberta, home of Canada's oil boom, whose father was an accountant at Imperial Oil, helped the federal government systematically dismantle the country's most significant environmental laws.

Harper is a champion of big oil's determination to expand Alberta's tar sand mining with plans to sell huge amounts to China. Harper also terminated funding for the Canadian Foundation for Climate and Atmospheric Sciences, the most prestigious scientific voice sounding the warning that tar sand exploitation is the worst form of oil recovery since it adds more carbon to the atmosphere than any other type of oil extraction.

Harper's conservative government has eliminated the role of Canada's chief science adviser and since 2008, has vetted all media requests for the country's 23,000 federal scientists.

Alberta's Energy Resources Conservation Board stated in a study that not one of the Big Oil companies with projects in Canada's Alberta tar sands has met its obligation and commitment to clean up the toxic waste-ponds and the enormous pollution their operations have created.
